Under the Control of Housing and Work (Jersey) Law 2012, most businesses operating in Jersey must hold a business licence issued by the Population Office. The licence specifies the permitted activities of the business and the number of Licensed (non-locally qualified) employees the business may employ.
The Business Licensing Team assesses applications against a set of economic and social benefit criteria. They want to see that the business will make a genuine contribution to the Jersey economy — through employment, professional services spend, and tax revenues — that justifies the allocation of Licensed employee positions.
A business licence is not a one-off administrative formality. The Population Office will expect regular reporting on employee numbers, business performance, and compliance with licence conditions. Applications that understate the business case or overstate the headcount requirement will draw scrutiny.

Typical Business Licensing Timeline
Weeks 1–2
Initial Scoping
